Default Hyundai Azera brake pads?

My 07 Azera Limited has 47k on it. Last time I took it in for a tire rotation they said the pads were getting a little worn and that I should think about replacing them soon. My question is if I replace the pads do I need to replace the rotors at the same time? They look fine to me but I'm no mechanic, I went to one shop in town and the guy insisted it would be a waste of time to replace the pads without changing the rotors as they wouldn't wear properly that old New England winter excuse. He gave me a price of $70 per rotor which doesn't seem too bad but with new pads and labor it's $345 and that's just the front. Are they trying to make an extra $140 off me and can I just replace the pads I plan on keeping the car a long time it is all paid for.
